How do landlords fill in monthly income?

Part of the form says u are suppose to fill in monthly income, now how do landlords fill in monthly income when it's inconsistent? I.e..some rooms are filled in by tenants and sometimes they are empty? So how does this work?

I used last year's tax return. My income was rent less allowable expenses. So the figure that I am taxed on is my annual income. There are different sections on form E for different types of income. I put rental income under section 2, part 8. (2.17). Do not include it under your earned income section.
